New York City Mayor, Rudy Giuliani talked about his theories about why the crime rate had dramatically decreased in New York City. He attributed the decrease to a change in philosophy which introduced more accountability into law enforcement. Among the programs he discussed were using crime statistics as a management tool to target problem areas, decreasing drug and alcohol abuse, and targeting domestic violence and other cultures of violence. close
