Witnesses testified about efforts by the Internal Revenue Service (IRS) to reduce the amount of paperwork the agency produces. The first panel examined programs that the IRS had undertaken to reduce paperwork, such as electronic filing. The second panel, however, said that the amount of paperwork at the IRS had substantially increased in recent years despite programs and guidelines designed to reduce the amount. Citizens then testified about problems they had had with the amount and types of paperwork they had to produce for government agencies. Ms. Reed then talked about steps the Agriculture department was taking to reduce the paperwork burden on farmers. close
