Congressional negotiators talked about how to combine three emergency spending measures for military action in Yugoslavia, other defense spending, and aid to disaster victims in Central America. At issue were several riders dealing with mining on federal lands, farm aid, and loan programs for steel, oil and gas industries. Additionally, House members changed a vote taken the previous evening from accepting to rejecting an amendment by Senator Robert Byrd, D-West Virginia. close
