Witnesses testified about measures that communities, small businesses, and individuals had taken, or could take, to prepare for potential problems with computers on January 1, 2000. A panel of community leaders testified that the media had made preparations harder because their coverage focused on people who had taken extreme measures to prepare, making it hard for others to view the problem in a serious manner. A second panel of media representatives responded saying that without strong government leadership on the issue, and with conflicting information being presented by the government, it was impossible to present a clear message. Without a clear analysis of the problem, they argued, the public would either be complacent or would panic. close
