This meeting of the Supreme Soviet in Moscow included a report by Soviet Prime Minister Nikolai Ryzhkov on his government’s planned transition to a market economy. The Supreme Soviet had 542 members and was a permanent legislative, administrative and supervisory body in the Soviet Union. Its members were elected by the Congress of the People’s Deputies. The Supreme Soviet met twice a year for three or four months. close
