Secretary Dole addressed the forum on employment and labor issues. The symposium was sponsored by Congressman Conte. The Secretary talked about the work force crisis. Many high school drop-outs and untrained people looking for work in the 90's that will be behind in skills. She spoke about a program called the two plus two. It combines the last two years of high school with two years of community college. Secretary Dole called for the reform of the employment service. Millions of dollars spent on this program yet it only reaches four percent of those in need of work. close
