The committee heard testimony on S. 2726 which would incorporate the recommendations of the Jacobs panel. The Jacobs panel, consisting of private citizens, was commissioned by the committee to investigate improvements in U.S. ability to deter and detect espionage. The panel issued a report consisting of thirteen recommendations on counterintelligence matters. close
