President Bush addressed the audience at a ceremony to sign the Americans with Disabilities Act, which the White House had called “the most sweeping civil rights statute since the 1964 Civil Rights Bill.” The legislation prohibited discrimination in employment, public services, public accomodations and transportation and provided for telecommunication relay services for persons with disabilities. close
