The subcommittee examined legislation that would prevent courts from imposing or raising taxes. The hearing followed a 1990 Supreme Court decision upholding a property tax increase imposed by a federal judge in Kansas City. The tax increase was ordered to pay for continuing efforts to desegregate schools. close
