Bradley Gordon, Assistant Director for Nuclear and Weapons Control of the U.S. Arms Control and Disarmament Agency, talked about protocols concerning underground testing of nuclear weapons, which are expected to be part of the treaty signed by Presidents Bush and Gorbachev at this week’s summit. Mr. Gordon explained that the protocols are designed to come up with ways to verify adherence to the rules and limits of earlier protocols.
