Secretary Baker testified before leaving for Europe and the Middle East. He would be requesting monetary and military contributions for the Persian Gulf crisis from American friends and allies. Baker said that while he thinks “it is important to get these contributions,” he does not regard them as “charity toward the United States.” The Congressional Quarterly (8 Sept. 1990) described the lawmakers as being “lavish in their praise for the administration’s actions when Baker testified before both chambers' foreign affairs panels.” close
