The State of the Conservative Movement President Ronald Reagan delivered the keynote address at the Conservative Political Action Conference on February 11, 1988. In an address titled, “The State of the Conservative Movement,” he contrasted what he saw as conservatives' accomplishments with what he argued were the outdated and ineffective liberal ideas of the Democratic party. CPAC has been held every year since 1974, when Ronald Reagan delivered the first keynote address when he was California governor. close
