At the beginning of the hearing, the counsel for Sen. Cranston

requested that Sen. Helms recuse himself from participation in the

hearing because of comments made by Sen. Helms about Sen. Cranston

during Helms' recent Senate campaign. After hearing from Sen.

Cranston’s attorney, Sen. Helms, and the Senate counsel, the

committee retired to deliberate the issue. When the committee

returned, the chairman announced that the decision was not the

committee’s, but was Sen. Helms' decision. Sen. Helms declined to

recuse himself. Sen. Rudman made a brief statement testifying to

Sen. Helms' impartiality.

The committee’s chief counsel continued his introductory remarks

presenting the case against Sen. Cranston. Sen. Cranston was not

present for the morning session. close
