Mr. Smith talked about the pivotal period of race relations in Virginia in 1919 through 1939. He focused on the treatment of blacks by public officials, and the idea of paternalism among the whites. He also focused on a black protest in a public library and legal case that resulted from the protest. After his prepared remarks he answered questions from the audience. close
