Edwin Gray, a former top federal regulator, testified that Senator

Dennis DeConcini improperly offered him a deal on behalf of Lincoln

Savings and Loan owner Charles Keating. He also said that three

other of the “Keating five” senators acquiesced in the proposal.

Mr. Gray testified that in the 1987 meeting Senator DeConcini

requested that a rule limiting risky investments not be applied to

Lincoln Savings and Loan.

Senator DeConcini’s attorney cross-examined Mr. Gray following

a contentious cross-examination by Senator Riegle’s attorney. close
