Commission members heard testimony about the causes of the U.S. trade deficit. Witnesses stated that the causes of the deficit are both structural and cyclical, that it fluctuates due to trade policy, and that it is “not necessarily good or bad.” They said that the strength of the U.S. economy has increased consumption and decreased personal savings, which has increased the trade deficit. close
