A former savings and loan regulator, Mr. Wall testified that he did not think it improper that Senator Alan Cranston had questioned him many times about the Lincoln Savings and Loan although it was unusual. Lincoln has since failed and its owner, Charles Keating, is under indictment for alleged banking irregularities. Mr. Wall described telephone calls from Senators Cranston and DeConcini urging that he approve an early sale of Lincoln Savings and Loan. He said the calls did not affect his actions. close
