Republican leaders told reporters that several former defense secretaries opposed ratification of the Comprehensive test Ban Treaty and talked about efforts to postpone a vote on the matter in the Senate. They also said that if the treaty was withdrawn from consideration in the Senate, President Clinton would have to pledge not to raise the matter in the remainder of his administration. After their comments they answered questions from the reporters. close
