Former House Judiciary Committee Chief Investigator, David Schippers, spoke about the independent counsel statute which had been allowed to lapse after its latest review. He said that the statute was flawed because it allowed the attorney general too much leeway in deciding to appoint an independent counsel. He proposed that Congress could better conduct investigations through their oversight powers. After his remarks he answered questions from the audience. close
