Mr. Van Raab, a Customs Service commissioner during the Reagan administration, testified that any contacts Sen. DeConcini had with customs officials was always firm but fair. He told the committee that it was common for lawmakers to intervene in federal agencies. Statements supporting Sen. DeConcini were read into the record from Senators Strom Thurmond (R-SC), Sen.
