Mr. Boucher announced the departure of European and American citizens from Iraq, including 83 Americans held as “human shields,” on December 11, 1990. He also announced the failure of the U.S. and Iraq to agree on a satisfactory date for talks in order to avert a war. Iraq’s proposed date fell too close to the January 15, 1991 deadline, set by the United Nations resolution allowing force to evict Iraq from Kuwait, that Mr. Baker claimed Iraq would be able to delay the political momentum begun by Washington. close
