President Bush and Shevardnadze met with reporters after their meeting. In prepared remarks, the president announced plans to assist with medical supplies and food shortages and to help Gorbachev implement long term economic and political reforms in the Soviet Union. Lifting a fifteen year ban on loans to the Soviet Union, Bush approved up to one billion dollars in federally guaranteed loans to allow the Soviet Union to buy food from other countries. President Bush also announced his support of a special association between the Soviet Union and the World Bank, in which the World Bank would assist and advise the Soviet Union in changing to a free market economy. Following the president’s remarks, Baker and Shevardnadze responded to reporters' questions. President Bush’s initiatives, considered a step toward creating normal economic relations between the U.S. and the U.S.S.R., were predicted to increase American farm exports, but would probably not greatly increase U.S.-Soviet trade. close
