Secretary Albright talked with reporters about a report on U.S. embassy security and infrastructure. The report, prepared by the Overseas Presence Advisory Panel, makes recommendations for improving security and management of overseas posts. Secretary Albright said that legislation passed by the U.S. House of Representatives today will help fund these improvements. Mr. Kaden also explained the report. After his prepared remarks he and other State Department officials took questions from the media. Following the special briefing, Mr. Rubin, in his regular daily news conference, answered questions from reporters about the United Nations, the Nuclear Test Ban Treaty and other topics. close
