James Grogan, who had appeared before the Ethics Committee behind closed doors on December 12 and 13, gave open testimony on his role in the Lincoln Savings and Loan scandal. Mr. Grogan was Charles Keating’s “middleman” in both donating money to the campaigns of the senators under investigation and in gaining the assistance of the senators in diverting federal regulators from investigating Lincoln Savings and Loan.
