Secretary of Defense Dick Cheney and Chairman of the Joint Chiefs of Staff Colin Powell talked about the implications of war as a resolution to the Persian Gulf crisis. Mr. Cheney stated that the diplomatic and economic options employed by the United States and its allies to force Iraq to withdraw from Kuwait have not been successful, and expressed little confidence in the effectiveness of maintaining sanctions to resolve the crisis. close
