Governor Cuomo spoke on the structural flaws in the American economy which have led to the national recession, with all of its associated maladies, including a devastated educational system, a deteriorating infrastructure, overcrowded prisons, rampant drug addiction, and overwhelming environmental pollution. He blamed eight years of regressive tax policy and a willingness to accept recessions as cyclical phenomena as flaws in conservative economic theory, and called for a reinstatement of the middle and underclassed as instruments of economic change, as opposed to accepting trickle-down economic theory. He also expressed his opinion on the diplomatic mishandling of the Iraq-Kuwait conflict, and made projections about viable Democratic candidates for the 1992 presidential election, though he maintained, briefly, that he was not declaring himself a candidate. close
