President Clinton delivered his seventh and final State of the Union address to members of the House and Senate, the executive branch, the diplomatic corps and guests in the gallery. He said that the state of the union had never been better and proposed using some of the nation’s wealth to provide modest tax cuts for lower and middle-income Americans. He also outlined several programs for Congress to address in the coming year, including a patients' bill of rights, increased funding for education and defense, and legislation to require photo licenses for all handgun purchases. close
