Secretary of State James A. Baker III discussed the significance of Soviet Foreign Minister Eduard Sheverdnadze’s resignation on December 20, which indicated the high level of crisis in the political structure of the Soviet Union. The resignation of the Soviet foreign minister was significant to the United States because of Shevardnadze’s warning in his resignation speech that the strengthening of the Soviet presidency would lead to “dictatorship,” a viewpoint which would complicate Bush’s increased cooperation with the Soviet Union. Shevardnadze also had been a supporter of an Iraqi withdrawal from Kuwait. After his resignation, it appeared that the Soviet Union may be less supportive of the United States' use of force to resolve the Persian Gulf crisis. close
