Voters Rights Initiatives Participants talked about California’s Proposition 25, a ballot initiative designed to reform campaign finance. The initiative would require all contributions over $1000 to be posted on the Internet, require that all advertising be reproduced on the Internet, set contribution limits, and provide free broadcast air time to candidates.
