President Clinton began by commenting on his proposed prescription drug benefit for Medicare recipients. He then talked about airline safety issues and the aviation safety commission formed three years ago. The president announced a partnership among business, labor, and governments in which pilots will be encouraged to report any problems or concerns, and they will be protected from being disciplined because something went wrong. After his remarks the president and Ms. Garvey answered questions from the media. close
