Mr. Foley and Mr. Mitchell spoke to reporters shortly after meeting with President Bush to discuss the Persian Gulf crisis. Earlier the same day, the White House announced an offer to send Secretary of State James Baker to Geneva to talk with Iraq’s Foreign Minister Tariq Aziz. Mr. Mitchell said that no congressional debate should be held after any meeting between Baker and Aziz or Baker and Saddam Hussein. President Bush had been quietly discouraging any congressional action short of a full show of support for the U.S. policy in the Gulf, fearing that congressional debate and dissent would harm the efforts to pressure Saddam Hussein to withdraw from the Gulf. close
