Larry Hopkins (R-KY) spoke to reporters after attending President George H.W. Bush’s meeting with freshmen congressmen. Mr. Hopkins said that he hoped that Congress would vote to support the U.N. resolution allowing the use of force to remove Iraq from Kuwait, and said that the majority of his constituents supported the President’s actions. He also stressed that President Bush should not be bound by the War Powers Act in deployment of troops or declaration of war. close
