Pat Buchanan announced that he would file a complaint with the Federal Election Commission accusing the Commission on Presidential Debates of conspiring to keep him out of the fall presidential debates. At issue was a requirement that a candidate have at least a 15 percent popularity rating in a series of national public opinion polls in order to qualify for the debates. After his remarks he answered questions from reporters. close
