The committee heard testimony drafts of resolutions to be presented before Congress later in the week. The resolutions dealt with U.S. policy in the Persian Gulf. Mr. Bennett stated that the responsibility of declaring war rested with Congress, not in the executive branch of the U.S. government. Mr. Durbin concurred, asserting the authority of Congress, as representatives of the electorate, to declare war. close
