Congressman Stephen Neal (D-NC) discussed his views on the failure of the peace talks between Secretary of State James Baker and Iraqi Foreign Minister Tariq Aziz. He felt that the president cannot declare war without the consent of Congress, and since Saddam Hussein has been effectively prevented from expanding beyond Kuwait or from benefiting economically from his occupation of Kuwait, due to sanctions, it is not in the U.S.' vital interests to remove Saddam Hussein from Kuwait immediately by force. close
