Secretary of State James Baker spoke in a news conference following his meeting with Tariq Aziz, Foreign Minister of Iraq. The meeting, held in Geneva, Switzerland, was widely considered to be the final chance for a peaceful settlement of the Persian Gulf crisis. Mr. Baker reported that he found no evidence that Iraq would withdraw from Kuwait, nor any flexibility or new proposals from the Iraqi administration.
