Mario Cuomo (D-NY), Governor of New York since 1983 and reelected in 1990, spoke to the state legislature in the New York statehouse. His speech focused mainly on the problems plaguing the state of New York, including a deteriorating educational system, the state’s economic deficit (which could be as great as $4 billion in 1992), and New York’s high unemployment rate. Mr. Cuomo stressed austerity measures, saying New Yorkers would have to live within their means. close
