Mr. Cheney and General Powell spoke to reporters on the morning following the beginning of U.S. and allied air attacks upon Iraq in enforcement of the U.N. resolution allowing the use of force in the liberation of Kuwait. Mr. Cheney announced the loss of two planes, one U.S. and one British, since the initiation of hostilities. He said the operation would continue until the completion of the U.S.' objectives, which include the Iraqi withdrawal of Kuwait. General Powell estimated that 80 percent of the air sorties going into Iraq are effectively reaching and hitting their targets, which he considered a relatively high percentage. The initial targets of the U.S. air forces were the Iraqi air defense stations, followed by strategic military targets such as communications and energy installations. close
