Mr. Alford talked about the National Black Chamber of Commerce, which has as its mission the empowerment of African-Americans in the business community. He explained Title VI of the Civil Rights Act of 1964, which guarantees equal distribution of public funds. He also talked about the efforts his group has made to counter environmental pressure groups and the federal Superfund which have made redevelopment of brownfields impossible. close
