Zalman Shoval, Israeli Ambassador to the U.S., spoke to reporters shortly after Iraq attacked Israel with SCUD missiles, a provoking act by Iraq to bring Israel into the war. Amb. Shoval deplored the attack and said Israel “reserves the right” to respond to the attack in any manner. He also praised Israel for restraint in not launching a preemptive attack and said Israel had been hurt the most of all Persian Gulf countries due to Iraqi aggression except Kuwait. The News Conference took place at the Embassy of Israel. close
