Former administrator for the U.S. Agency for International Development, Brian Atwood, and others, spoke about a report issued by a panel of international experts which recommended that the United Nations peacekeeping department be enlarged and professionalized. Under the stronger peacekeeping department forces would be able to respond more quickly, would be able to use more sophisticated intelligence information, and would not have to gain Security Council approval for each operation. Following his remarks participants answered questions from the audience. close
