Representative Peter Kostmayer, D-Pennsylvania, member of the House Foreign Affairs committee, praised Israel for restraint in not retaliating against SCUD missile attacks directed at Israel from Iraq. Representative Jim Saxton, R-New Jersey, discussed the briefing given by representatives of the U.S. armed forces to House members about the current status of U.S. troops in the Middle East. He expressed caution in overestimating the ability of the U.S. troops to eliminate the SCUD missile threat entirely, and reaffirmed the official estimate of an 80 percent success rate of U.S. air sorties. Mr. Fascell, chairman of the House Foreign Affairs committee, said the campaign was going as planned, and expressed confidence in the U.S. and allied forces to enforce the U.N. resolution allowing the use of force to remove Iraqi forces from Kuwait.
