Secretary Harris and other members of the state elections canvassing board signed certification documents publicly and declared Governor George W. Bush winner of the Florida popular vote by a margin of 537 votes. Florida’s 25 electoral votes now go to Governor Bush. The secretary stated that partial hand-counted vote results would not be counted. close
