Mr. Kaplan talked about his book, Eastward to Tartary: Travels in the Balkans, the Middle East, and the Caucases, published by Random House. In his book and talk, Mr. Kaplan examines the social, political, and cultural changes taking place in the “new Near East,” which he describes as consisting of the land area east of the newly expanded NATO, west of China, and south of Russia..
