President Bush spoke at a meeting with some of the nation’s governors at the White House on the Persian Gulf war and the recently submitted federal budget. He said the military operation in the Persian Gulf was proceeding on schedule. President Bush reaffirmed his pledge to work with the governors to achieve goals in education. He also promoted “flexibility” in the state’s administration of Federal education programs, sharing the power of applying federal funds to specific programs with the governors. close
