Governor Booth Gardner (D-WA) and Governor John Ashcroft (R-MO) spoke to reporters following the meeting of President George H.W. Bush with some of the nation’s governors. Governor Gardner said the President had been briefed with the grievances of the governors, including legislation burdening governors with a lack of flexibility in administering federal programs. Governor Ashcroft said President Bush did not discuss possible settlements of the Persian Gulf war with the governors short of complete withdrawal of Iraqi forces from Kuwait. close
