The House convened, returning from a recess continuing the legislative day of February 27.

Today’s prayer was offered by the House Chaplain, Rev. Daniel Coughlin.

The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Traficant to lead the Members in reciting the Pledge of Allegiance to the Flag.

The House received a communication from the Honorable William M. Thomas. Mr. Thomas forwarded to the House the recommendations by the Committee on Ways and Means for the following:First, pursuant to Section 8002 of the Internal Revenue Code of 1986, the Committee designated the following Members to serve on the Joint Committee on Taxation for the 107th Congress:Messrs. Thomas, Crane, Shaw, Rangel and Stark: Second, pursuant t o Section 161 of the Trade Act of 1974, the Committee recommended the following Members to serve as official advisors for international conference meetings and negotiating sessions on trade agreements: Messrs. Thomas, Crane, Shaw, Rangel and Levin.

Advisory Group for U.S. Delegations to International Conferences - Pursuant to section 161(a) of the Trade Act of 1974 (19 U.S.C. 2211), the Speaker appointed the following members of the House to the Advisory Group for U.S. Delegations to International Conferences: Mr. Thomas, Mr. Crane, Mr. Shaw, Mr. Rangel and Mr. Levin.

The Speaker announced that votes on suspensions, if ordered, will be postponed until 5:00 p.m. today.

Mr. Mica moved to suspend the rules and agree to the resolution.

DEBATE - The House proceeded with forty minutes of debate on H. Res. 57.

At the conclusion of debate, the chair put the question on the motion to suspend the rules. Mr. Mica objected to the vote on the grounds that a quorum was not present. Further proceedings on the motion were postponed. The point of no quorum was withdrawn.

H. Res. 57:

recognizing and honoring Dale Earnhardt and expressing the condolences of the House of Representatives to his family on his death

Mr. Mica moved to suspend the rules and agree to the resolution.

expressing the sense of the House of Representatives that there should be established a day of celebration in honor of Dr. Dorothy Irene Height

Mr. Weldon (PA) moved to suspend the rules and agree to the resolution.

DEBATE - The House proceeded with forty minutes of debate on H. Con. Res. 39.

At the conclusion of debate, the Yeas and Nays were demanded and ordered. Pursuant to the provisions of clause 8, rule XX, the Chair announced that further proceedings on the motion would be postponed.

H. Con. Res. 39:

honoring the ultimate sacrifice made by 28 United States soldiers killed by an Iraqi missile attack on February 25, 1991, during Operation Desert Storm, and resolving to support appropriate and effective theater missile defense programs

The Speaker laid before the House a message from the President transmitting that the emergency declared with respect to the Government of Cuba’s destruction of two unarmed U.S.-registered civilian aircraft in international airspace north of Cuba on Feb. 24, 1996, is to continue in effect beyond Mar. 1, 2001 - referred to the Committee on International Relations and ordered to be printed.

The Speaker announced that the House do now recess. The next meeting is scheduled for 5:00 P.M. today. close
