JOURNAL PROCEEDINGS POSTPONED - The Chair put the question on agreeing to the Speaker’s approval of the Journal of March 20 by voice vote and announced that the ayes had prevailed. Mr. Wamp of Tennessee objected to the voice vote pending the absence of a quorum. The Chair postponed further proceedings on the Journal until later in the legislative day and the point of order was withdrawn.
