Res. 4, proposing an amendment to the Constitution of the United States relating to contributions and expenditures intended to affect elections, and by 40 yeas to 56 nays (Vote No. 47), two-thirds of the Senators voting, a quorum being present, not having voted in the affirmative, Senate failed to pass the resolution.
