The House convened, returning from a recess continuing the legislative day of March 27.

POSTPONED PROCEEDINGS ON THE JOURNAL - The Chair announced that he had examined the Journal of the last days' proceedings and had approved it. Mr. Gibbons demanded that the question be put on agreeing to the approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Gibbons objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings until later in the legislative day. The point of no quorum was considered as withdrawn.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Rodriguez to lead the Members in reciting the Pledge of Allegiance to the Flag.

ONE MINUTE SPEECHES - The House proceeded with one minute speeches.

Mr. Smith (NJ) moved to suspend the rules and pass the bill, as amended.

DEBATE - The House proceeded with forty minutes of debate on H.R. 801.

Considered under suspension of the rules.

At the conclusion of debate, the Yeas and Nays were demanded and ordered. Pursuant to the provisions of clause 8, rule XX, the Chair announced that further proceedings on the motion would be postponed.

H.R. 801:

to amend title 38, United States Code, to improve programs of educational assistance, to expand programs of transition assistance and outreach to departing servicemembers, veterans, and dependents, to increase burial benefits, to provide for family coverage under Servicemembers' Group Life Insurance, and for other purposes

Mr. Smith (NJ) moved to suspend the rules and pass the bill, as amended.

DEBATE - The House proceeded with forty minutes of debate on H.R. 811.

to authorize the Secretary of Veterans Affairs to carry out construction projects for the purpose of improving, renovating, and updating patient care facilities at Department of Veterans Affairs medical centers

The Speaker laid before the House a message from the President transmitting the report of the Corporation for Public Broadcasting covering calendar year 2000 - referred to the Committee on Energy and Commerce.

The Speaker announced that the House do now recess. The next meeting is scheduled for 4:00 P.M. today. close
